About the Jobs Fund Programme
The Jobs Fund is a Government initiative owned and funded by the National Treasury. The specific goal of the Fund is to provide a mechanism that can identify and fund creative solutions to overcome identified short-term barriers to job creation and a better-functioning labour market. Furthermore, the Fund’s aim is to catalyse innovation in job creation through structured and strategic Private and Public Sector Partnerships. RLabs, as a Jobs Fund Partner, shall use the Grant to implement the Project called the ReCha – Recycling Champions Project for the period (2026-2029)
Purpose of the Role
RLabs is seeking a detail-oriented and impact-driven Monitoring & Evaluation (M&E) Coordinator to lead the design, implementation, and management of the M&E framework for the Jobs Fund ReCha Programme.
The successful candidate will ensure that programme activities, outputs, outcomes, and impact indicators are accurately tracked, measured, analysed, and reported in alignment with Jobs Fund KPIs and RLabs internal reporting requirements.
This role will also provide direct oversight and support to three Field/Admin Officers who operate across eight hub sites and support 248 ReCha entrepreneurs.
Key Responsibilities
Monitoring & Evaluation
- Design, implement, and continuously improve the programme M&E framework
- Develop and maintain data collection tools, reporting systems, and tracking mechanisms
- Ensure accurate and timely monitoring of programme performance against Jobs Fund KPIs and internal targets
Data Management & Reporting
- Collect, validate, analyse, and interpret quantitative and qualitative programme data
- Prepare high-quality donor, management, and stakeholder reports
- Develop dashboards and visual reporting tools to support data-driven decision-making
Field Coordination & Oversight
- Manage and support three Field/Admin Officers across programme sites
- Coordinate field monitoring activities and ensure data quality and consistency
- Conduct regular site visits to monitor programme implementation and compliance
Stakeholder Engagement & Compliance
- Support audit readiness and ensure compliance with donor and organisational reporting requirements
- Communicate findings and insights effectively to technical and non-technical stakeholders
- Contribute to programme learning, improvement, and impact measurement initiatives
Minimum Requirements
Qualifications
- Bachelor’s degree in Social Sciences, Development Studies, Statistics, Commerce, or a related field
- Postgraduate qualification in Monitoring & Evaluation, Data Science, or a related field will be advantageous
Experience
- Minimum of 3–5 years’ experience in Monitoring & Evaluation within donor-funded programmes (e.g. Jobs Fund, DBSA, EU, USAID)
- Proven experience managing field-based data collection teams with at least two direct reports
- Experience within the recycling, waste management, or circular economy sector will be advantageous
Skills & Competencies
- Advanced proficiency in Microsoft Excel
- Experience using Power BI, Looker Studio, Kobo Toolbox, ODK, or SurveyCTO
- Strong quantitative and qualitative data analysis skills
- Excellent donor-ready report writing capabilities
- Strong leadership and people management skills
- Ability to communicate complex information clearly to diverse stakeholders
- Cultural sensitivity and strong community engagement abilities

Working Conditions & Special Requirements
- The role is based at the RLabs office in Cape Town
- Regular travel to programme hub sites in Cape Town.
- A valid driver’s licence and reliable transport is required
- Working hours are Monday to Friday, 08:00 – 17:00, with flexibility required during reporting periods, audits, and programme activations
- Occasional evening and weekend work may be required and will be compensated with time off in lieu
