7. Scope of Work:
The Contracts Manager is responsible for the overall contractual, commercial, technical, and project management oversight of bulk water pipeline infrastructure projects from project inception through to commissioning, handover, and close-out.
The role provides strategic leadership and governance for the successful delivery of large-scale water transmission pipeline projects, ensuring compliance with contractual obligations, project specifications, statutory requirements, engineering standards, and client expectations. The Contracts Manager acts as the primary representative of the Contractor in managing the contract and coordinating all project functions, including engineering, procurement, construction, commissioning, commercial management, stakeholder engagement, and risk management.
The incumbent is accountable for ensuring that project objectives relating to safety, quality, schedule, cost, operational performance, and regulatory compliance are achieved throughout the project lifecycle.
The Contracts Manager shall ensure that all project activities are executed in accordance with:

8. Key Responsibilities:
Contract Management and Administration
Administer the contract in accordance with FIDIC EPC/Turnkey Contract provisions.
Manage contractual obligations between the Employer, Contractor, subcontractors, suppliers, and consultants.
Oversee contractual correspondence, notices, claims, compensation events, variations, and extensions of time.
Manage contract risk and ensure compliance with all contractual deliverables.
Lead dispute avoidance and resolution processes.
Ensure compliance with contractual reporting requirements.
Project Leadership and Delivery
Provide overall leadership and direction for the project.
Develop and implement project execution strategies.
Ensure project objectives are achieved in terms of scope, quality, cost, schedule, and safety.
Lead multidisciplinary project teams throughout all project phases.
Drive project performance and continuous improvement initiatives.
Engineering and Design Management
Oversee engineering investigations, route selection studies, and design development.
Coordinate design reviews and constructability assessments.
Ensure engineering solutions meet hydraulic, operational, environmental, and maintenance requirements.
Manage design interfaces between civil, structural, mechanical, electrical, and automation disciplines.
Ensure timely approval and implementation of engineering deliverables.
Procurement and Supply Chain Management
Manage procurement activities for materials, equipment, plant, and subcontracted services.
Oversee supplier and subcontractor selection processes.
Monitor procurement schedules and long-lead item deliveries.
Ensure compliance with technical specifications and contractual requirements.
Manage supplier performance and contract administration.
Construction Management Oversight
Direct and oversee all construction activities associated with bulk water pipeline infrastructure.
Ensure compliance with approved construction methodologies and work procedures.
Monitor contractor productivity and site performance.
Manage construction sequencing and interface coordination.
Ensure effective utilization of labour, plant, and equipment resources.
Pipeline Construction and Infrastructure Delivery
Mechanical, Electrical, Instrumentation and Automation Management
Commercial and Financial Management
Develop and manage project budgets.
Monitor project expenditure against approved budgets.
Manage project cash flow forecasts.
Review and certify contractor and supplier payment applications.
Monitor cost performance and implement corrective actions where required.
Prepare commercial reports for management and client review.
Programme and Schedule Management
Develop and manage integrated project schedules.
Monitor progress against approved baseline programmes.
Identify schedule risks and implement recovery plans.
Manage critical path activities.
Ensure timely achievement of project milestones and completion dates.
Risk Management
Establish and maintain project risk registers.
Identify technical, commercial, environmental, and operational risks.
Develop mitigation and contingency plans.
Monitor effectiveness of risk control measures.
Escalate critical risks to senior management where required.
Quality Management
Implement project quality management systems.
Ensure compliance with project specifications and quality standards.
Oversee inspections, testing, audits, and quality assurance activities.
Manage non-conformance reporting and corrective actions.
Ensure completion of quality documentation and handover records.
Health, Safety and Environmental Management
Ensure full compliance with Occupational Health and Safety legislation.
Promote a zero-harm safety culture across the project.
Oversee implementation of project safety plans and environmental management plans.
Monitor compliance with environmental permits and approvals.
Ensure safe execution of high-risk activities including deep excavations, lifting operations, and live tie-ins.
Stakeholder and Client Management
Act as the primary point of contact between the Contractor and Employer.
Maintain effective relationships with clients, consultants, authorities, and affected stakeholders.
Coordinate approvals, permits, and regulatory requirements.
Lead progress meetings and project review sessions.
Manage stakeholder communication throughout the project lifecycle.
Testing, Commissioning and Handover
Manage testing and commissioning activities.
Oversee pressure testing, flushing, sterilisation, and operational verification of pipeline systems.
Ensure successful integration into existing water distribution and transmission networks.
Coordinate preparation of as-built documentation.
Manage practical completion, handover, and defects liability obligations.
Project Close-Out
Ensure all contractual obligations have been fulfilled.
Finalise commercial accounts and contract close-out requirements.
Compile project completion reports and lessons learned.
Ensure all records, warranties, certificates, and operating manuals are submitted.
Manage defects liability period obligations until final completion.
. Qualifications and Experience:
BSc / B Tech Civil Engineering / Nat. Diploma. Civil Engineering
Registration with ECSA and/or SACPCMP
Good understanding of construction works.
Legal Compliance and Construction regulations
10 - 15 years’ experience in site supervision/management and construction management
CCS and Buildsmart System Experience
10. Reporting Line:
The Contracts Manager will report to the Managing Director.
11. Performance Indicators:
Compares the value of work completed to the actual cost incurred.
The difference between the estimated project budget and the actual costs.
Compares the value of completed work to planned work.
Measures the deviation from the planned project timeline.
The percentage of projects completed by their target deadlines.
Labor Productivity: Measures the efficiency of the workforce in completing tasks.
Equipment Downtime: The percentage of time equipment is unavailable for use compared to planned hours.
Resource Utilization: How effectively resources, such as equipment and labour, are being used.
12. Health, Safety, and Compliance:
Ensure procurement practices align with HSE regulations and sustainability principles.
Maintain ethical procurement practices and prevent conflicts of interest.
