Full Job Description

The NHFC is seeking an experienced Programme Manager to lead a specialised product unit within our Lending division. This is a senior leadership role for a seasoned deal-maker who has originated, structured and taken complex transactions all the way through to Investment Committee and Exco approval — and who now wants to apply that expertise to transactions with real developmental impact.

They are specifically looking for a candidate from development finance institutions, commercial or investment banks, and infrastructure/project finance houses — who understand credit risk, capital allocation and portfolio performance as well as an individual who is comfortable presenting to and defending decisions before senior investment committees and executive stakeholders.

Job Description

Growing the divisional advances book — leading origination, coverage and structuring of complex property and infrastructure finance transactions, and driving the loan book from pipeline to disbursement.
Generating revenue and optimising profitability — owning product-level financial performance, portfolio quality, ROI and cost management, and identifying new products, markets and co-financing opportunities.
Operationalising strategy — translating divisional strategy into product and operational plans, overseeing loan input, quality management and post-approval processes, and preparing Board and Management Committee reporting.
Managing stakeholders at the highest level — representing the organisation at strategic engagements, presenting deals to Investment Committees, and building relationships with funders, government, regulators and private developers.
Managing risk — applying sound credit judgement in line with NHFC's risk appetite, and embedding a strong risk and governance culture across the product unit.
Leading people — mentoring and developing a multidisciplinary team of product specialists and client relationship managers, and supporting the Executive Manager on cross-divisional projects.

Qualifications

BSc (Quantity Surveying / Property Studies / Construction Studies), or a B Com in Finance or Accounting / a Diploma in Project Management, or an equivalent financial background or related
A postgraduate qualification (completed or in progress) is a strong advantage.

Experience

5–10 years in investment analysis, project finance or transaction advisory, ideally within a development finance institution, bank, or infrastructure/property finance environment.
A demonstrated track record of originating, structuring, and taking a significant number of transactions through internal approval processes to Investment Committee or Exco level.
Experience in financing construction or property development is strongly preferred.
Solid understanding of the South African lending environment (banking and non-banking), housing finance, blended/development finance principles, and construction finance.
