Job Summary
TORS GROUP is looking for an experienced Safety Manager / HSE Manager to manage health, safety, environmental, and site compliance requirements for solar photovoltaic projects in South Africa.
The ideal candidate must have proven experience in construction safety management, preferably within solar PV, renewable energy, electrical construction, civil works, or EPC projects. The candidate will be responsible for ensuring that all site activities are carried out safely and in compliance with South African occupational health and safety legislation, project requirements, and company procedures.
Key Responsibilities
- Manage and implement the company’s Health, Safety and Environmental management system on project sites.
- Ensure compliance with the Occupational Health and Safety Act 85 of 1993, applicable regulations, client requirements, and project-specific HSE plans. The OHS Act is designed to protect employees and other persons from health and safety hazards arising from work activities.

- Toolbox Talk Records
- Site Induction Records

- Training Matrix
- Legal Appointment Letters
- Conduct site inspections, audits, risk assessments, and compliance checks.
- Monitor high-risk activities, including work at heights, lifting operations, excavation, trenching, electrical works, hot works, manual handling, and vehicle movement.
- Ensure that contractors, subcontractors, and site workers follow approved safety procedures.
- Conduct toolbox talks, safety briefings, site inductions, and safety awareness training.
- Investigate incidents, near misses, unsafe acts, and unsafe conditions, and ensure corrective actions are implemented.
- Maintain incident statistics and HSE performance reports.
- Ensure all workers have the required training, medical fitness certificates, PPE, permits, and site access documentation.
- Coordinate with project managers, engineers, contractors, clients, and local authorities on HSE matters.
- Stop unsafe work where necessary and escalate serious safety risks to management.
- Ensure compliance with environmental requirements, waste management, housekeeping, and site cleanliness standards.
- Prepare HSE reports for management, clients, and project stakeholders.
- Support internal and external safety audits.
Minimum Requirements
- South African citizen or permanent resident with a valid South African ID.
- Must be legally entitled to work in South Africa.
- Diploma, certificate, or qualification in Occupational Health and Safety, Safety Management, Environmental Health, Construction Safety, or related field.
- Minimum 5 years’ safety experience in construction, engineering, infrastructure, electrical, or renewable energy projects.
- Minimum 2 years’ experience in solar PV, renewable energy, electrical construction, or EPC project environments is strongly preferred.
- Good working knowledge of South African OHS legislation, especially:
- Occupational Health and Safety Act 85 of 1993
- Construction Regulations
- Electrical safety requirements
- Working at heights requirements
- Incident reporting requirements
- SACPCMP registration as CHSO / CHSM / PrCHSA is strongly preferred. For construction sites, contractors may need to appoint a registered Construction Health and Safety Officer where required, and the person must have the necessary competence and resources.
- SAMTRAC, NEBOSH, ISO 45001, ISO 14001, First Aid, Fire Fighting, Incident Investigation, Risk Assessment, or Working at Heights training will be advantageous.
- Strong experience preparing and controlling HSE files.
- Ability to conduct audits, inspections, and incident investigations.
- Valid South African driver’s licence.
- Willingness to travel to project sites when required.
Preferred Requirements
- Previous experience on solar PV construction sites, including rooftop PV, ground-mounted PV, carport PV, or utility-scale solar projects.
- Experience managing subcontractor safety compliance.
- Experience with client HSE audits and project handover documentation.
- Knowledge of electrical construction safety, lockout/tagout, energisation procedures, and commissioning safety.
- Experience with ISO 45001 occupational health and safety management systems.
- Experience dealing with Department of Employment and Labour inspections will be advantageous.
- Ability to prepare project-specific HSE plans and legal compliance registers.

Employment Conditions
- Appointment will be subject to verification of identity, qualifications, SACPCMP registration if applicable, references, and relevant work experience.
