The responsibility of the Environmental Control Officer is to provide assurance, advice, assistance and support to the Rand Water Project Manager in the management of the environmental issues on the project which includes ensuring compliance to the Environmental Authorizations (EA), Licenses and the Environmental Management Plan (EMP) with specific emphases on water courses. Ensuring that continuous monitoring and auditing of projects is conducted throughout the lifecycle of the projects against the authorization, licenses and EMP.
- National Diploma in Environ Sciences or BSc in Environmental Management or equivalent
- Proficiency with MS office including word, excel and power point is important.
- 2-3 years appropriate Environmental Control Officer experience and in field experience with monitoring of construction type projects. Participated in search and rescue operations of fauna or flora. EIA/BA/WULA/GA/Licences experience.
- Code EB (08) driver License (must pass internal RW K53 test).
- Take in situ water quality samples and be able comment and interpret on the results. Be able to do mini SAS and or SASS 5.
Desirable Requirements
- Project Management experience.
- SEMAs, Air quality management, Waste management, SAP Basics.
- Outdoor nature conservation work and exposure. Demonstrate specialist knowledge/skills in fauna, flora, pedology or reinstatement.
- Monitoring of pollution and ecological processes and sampling of water courses.
- Knowledge and certified courses of auditing and compliance monitoring.
- Professional scientific registration or obtaining a M.Sc. in an aquatic field.
- 4WD experience would be an added advantage.
- Compliance enforcement – through intensive environmental monitoring programme. Assisting in ensuring necessary environmental authorization and permits are maintained. Monitoring and verifying that the Environmental Management Programme (EMPr)/licence/authorisation is adhered to and taking action for any compliance. Recommending of issuance penalties for contravention of the EMPr/licence/authorisation (e.g damage to “no go” areas). Monitoring of pollution and water courses by taking samples. Reporting to authorities for any non-compliance encountered during the implementation of the project.
- Project management- co-ordination of role players (project manager, authorities, EAP, specialist and IAP) and activities to archive seamless integration between construction and rehabilitation to achieve high compliance and minimal conflict. Liaising and providing feedback to all relevant disciplines in terms of progress, risks compliance and delays experienced.
- Technical environmental services- storm water management, basic rehabilitation principles, fauna, flora, specialist studies and ecological advice. Manage search and rescue operations. Take part in specialist activities on site. Take in situ water quality samples and be able comment and interpret on the results.
- Project Management Administration. Weekly, monthly, quarterly, six monthly and annually report writing. Minutes. Effective filling and intensive document control. Safe keeping of all documents throughout project life cycle. Thorough correspondence and paper trail between authorities, IAP, PM and RW role players. Compiling progress reports on sectional progress to clients as required. Management of records and information using computer software.
- Self-learning- Ensure own on site specialised related research and awareness is undertaken.
Compliance with OHS Act and legislative requirements.
- Environmental compliance - oversight of construction activities including on-site roles such as environmental auditing, site inspections and application for amendments and amendment of EMPr, etc
- Broad competent back round on environmental matters including.rehabilitation principles & waste management.
