Position: TB Public Health Consultant for a Tuberculosis Advocacy NPO
Term: 6-month contract, 80 hours per month

Your role:
The TB Public Health Consultant is responsible for providing technical expertise, leadership and support in the planning, implementation, monitoring, and reporting of TB-related activities across intervention sites. This role focuses on strengthening governmental TB service delivery, improving program quality, and supporting health system strengthening through strategic coordination of logistics, data monitoring and analysis, community TB champion and health worker training, advocacy, partnership building, and high-level stakeholder engagement. The incumbent will ensure high-quality documentation, evidence-based reporting, and seamless collaboration with department stakeholders such as City of Cape Town and Khayelitsha Eastern Sub Structure managers and facility managers within Metro Health Services.
What you will do:
1. Documentation and Reporting
● Track, compile, and quality-assure activity reports using preferred platforms.
● Develop and submit high-quality meeting reports, project reports and presentations for funders.
● Lead the development and updating of TB resources, including contact cards, Information, Education and Communication (IEC) materials, and toolkits.
● Oversee monthly website updates with relevant TB content as required.
● Contribute to grant development, writing, and submission.
2. Logistics Coordination
● Manage and/or support the procurement and distribution of incentives, venue bookings, and catering for project activities.
● Liaise with finance and operations teams to ensure efficient, compliant, and timely logistical support.
3. Participation in Advocacy and Stakeholder Meetings
● Represent the organisation as a TB technical expert in relevant health department, district, sub-structure, and metro-level meetings.
● Actively contribute to strategic discussions and advocate for improved implementation of TB policies and service delivery.
● Facilitate effective communication and collaboration with all relevant health department stakeholders.
● Document all input and stakeholder responses in meeting reports and project reports to demonstrate advocacy contributions.
4. Data Monitoring and Analysis
● Coordinate and support access to TB program data from project sites in collaboration with the M&E team.
● Analyse TB data, interpret trends and graphs, and provide actionable recommendations to staff, management, and partners.
● Oversee the quality and utilisation of contact cards and other key TB monitoring tools, including Community-Led Monitoring.
5. TB Champion Training, Mentorship and Deployment
● Design, coordinate, and deliver high-quality monthly TB Champion training and mentorship programmes in collaboration with staff members.
● Provide ongoing technical support and supervision to TB Champions, including workload allocation across community outreach, clinic-based education, multi-disciplinary meetings, and community-led monitoring. Document champions’ activities.
● Ensure consistent organisational representation by TB Champions at key forums and advocacy opportunities.
● Build and maintain strong technical relationships with Facility Managers and Operational Managers.
● Develop and disseminate toolkits, policy briefs, and training content.
● Identify and support opportunities for Champion involvement in strategic advocacy and accountability platforms once capacitated.
6. Staff Support and Operational Follow-up
● Offer technical guidance and daily operational support to team members on activity progress, timelines, and logistics.
● Provide hands-on support during key events and implementation activities.
● Document all staff activities per project.
7. Health Worker Training and Capacity Building
● Lead the delivery of targeted training and capacity-building sessions for health workers at intervention sites to increase TB testing as per the Targeted Universal TB Testing (TUTT), TB Preventive Therapy (TPT) guidelines, National TB Recovery Plan and National TB Strategic Plan.
● Prepare detailed training reports for health authorities and provide strategic feedback during weekly team meetings.
8. Relationship and Partnership Management
● Introduce new projects and initiatives using appropriate protocols and lines of communication.
● Develop and maintain strategic partnerships with key stakeholders in TB, HIV, and related health areas.
● Coordinate high-level introductory and planning meetings to strengthen collaboration.

Experience and Qualifications Required:
● Qualification: A bachelor’s degree in public health, Epidemiology, Health Sciences, or a related field. A postgraduate qualification (Honours or Master’s) in Public Health, TB/HIV, or Epidemiology will be a strong advantage.
● Experience: Minimum of 5 years’ relevant experience in TB public health programming.
● A candidate with at least 3 years in a specialist or technical advisory role within the South African health sector, would be preferred.
● Demonstrated experience working closely with government stakeholders, including the City of Cape Town, Western Cape Department of Health, and sub-district structures.
● Proven expertise in TB training, data analysis, stakeholder engagement, and program reporting.
Additional Eligibility Requirements:
● Must be able to receive payment in South Africa (i.e. must possess a valid Income Tax Number registered with SARS).
● Must have a clean criminal record and provide a certificate of a clear criminal record check upon appointment.
Required Skills and Competencies:
● Strong project coordination, technical leadership, and organisational skills.
● Excellent written and verbal communication, including advanced report writing and presentation skills.
● Ability to build and maintain high-level relationships with government departments, facility managers, and community stakeholders.
● Proficiency in Microsoft Office (especially PowerPoint and Excel) and strong data interpretation and analysis skills.
● In-depth knowledge of TB programs, the Western Cape health system, and stakeholder engagement protocols.
● Self-motivated, strategic thinker with the ability to work independently and as part of a multidisciplinary team.
Other information:
● Start date: 01 July 2026
● This position will start with a one (1) month probationary period and is a limited term contract, ending 31 December 2026. This may be extended beyond this term based on circumstances.
● This position entails work in a hybrid setting. Some time will be spent working from home. Other times will be spent on site meeting with stakeholders or implementing activities at project locations, such as Khayelitsha or Delft.
