About the Jobs Fund Programme
The Jobs Fund is a Government initiative owned and funded by the National Treasury. The specific goal of the Fund is to provide a mechanism that can identify and fund creative solutions to overcome identified short-term barriers to job creation and a better-functioning labour market. Furthermore, the Fund’s aim is to catalyse innovation in job creation through structured and strategic Private and Public Sector Partnerships. RLabs as a Jobs Fund Partner shall use the Grant to implement the Project called the ReCha – Recycling Champions Project for the period (2026-2029)
Purpose of the Role
RLabs is seeking dedicated and community-oriented Field/Admin Officers to serve as the programme’s operational support on the ground within the ReCha Programme.
The successful candidates will support ReCha entrepreneurs through onboarding, coaching, compliance monitoring, operational coordination, and data collection activities. The role plays a critical part in ensuring smooth material movement between ReChas and HUBS, while also supporting accurate and timely programme reporting requirements.
Key Responsibility Areas
The Employee’s responsibilities include, but are not limited to:
- ReCha Establishment and Onboarding
- Support the recruitment, onboarding, and setup of new ReCha entrepreneurs.
- Business Support and Mentorship
- Provide ongoing coaching and practical business support.
- Operational Performance Management
- Monitor daily ReCha operations, including buying, sorting, bagging, and supplying recyclables to Hubs.
- Supply Chain and Waste Picker Engagement
- Support ReChas to build and maintain strong relationships with the community, waste pickers and other suppliers.
- Financial and Enterprise Development Support
- Promote sound business management practices that improve sustainability.
- Monitoring, Compliance and Reporting
- Conduct regular site visits and performance assessments.
- Problem Solving and Risk Management
- Provide practical solutions and escalate issues where necessary.
- ReCha Retention and Sustainability
- Ensure ReChas remain active, motivated, and productive.
- Hub and Stakeholder Coordination
- Coordinate with Hub Operators, Hub Coordinators, Mobility Teams, Training Coordinators, and M&E staff.
- Health, Safety and Environmental Compliance
- Implement safety standards and practices and ensure compliance across ReChas
- Logistics and Dispatch Coordination
- Coordinate efficient logistics management across ReChas
- Throughput and Production Management
- Track and Monitor ReCha performance (Revenue, Tonnage, etc.)
- Material Transport & Site Support
- Material collection and movement between ReChas and hub sites
- Assist with loading recyclable materials onto company vehicles when required
- Conduct regular field visits and operational support activities across assigned clusters
Minimum Requirements
Qualifications
- Grade 12 / Matric certificate
Experience
- Minimum of 1 year of experience in community work, retail, sales, administration, waste management, or related environments
Skills & Competencies
- Basic Microsoft Excel skills, including data capturing and reporting
- Proficiency in smartphone usage and mobile data collection applications
- Strong communication and interpersonal skills
- Good organisational and administrative abilities
- Ability to work effectively within outdoor and community-based operational environments
Personal Attributes
- Reliable, punctual, and self-motivated
- Comfortable engaging with diverse communities and stakeholders
- Physically capable of handling and loading recyclable materials
- Adaptable, proactive, and solutions-focused
Requirements
- Valid South African driver’s licence
- Willingness and ability to drive a company bakkie for site visits and material collection activities
Advantageous
- Experience within recycling, waste management, or circular economy initiatives
- Previous involvement in community development programmes
Working Conditions & Special Requirements
- Based at the RLabs office in Cape Town, with regular travel to assigned hub sites and ReCha entrepreneurs
- A company vehicle (bakkie) will be provided for operational travel and material collection
- Minimum of 2–3 days per week will be spent in the field
- The Northern Cluster Officer will travel to Velddrif approximately once per month
- Standard working hours are Monday to Friday, 08:00 – 17:00, with flexibility required during onboarding phases and programme activations
- Physical handling and loading of recyclable materials forms part of the role
