The Western Cape Mobility Department, Western Cape Government seeks to employ a competent individual to lead the planning, development, and coordination of freight rail strategies, policies, and projects in the Western Cape, with a focus on rail revitalisation and private sector participation, aligned with relevant Western Cape and national freight and transport logistics policies and programmes. The successful incumbent must be able to work under pressure, willingness to work irregular hours and meet tight deadlines.
An appropriate 3-year tertiary qualification (National Diploma/B-Degree); A minimum of 3 years’ management experience in Freight, Logistics, or Rail Planning or Operations.

Development and implementation of freight rail strategies and projects; Manage engagement, coordination and collaboration with freight stakeholders; Manage freight rail data, information, and systems; Plan and manage the work of and account for the overall performance of the Sub-Directorate; People Management; Financial Management.
Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Knowledge and understanding of; Information Systems that aid in the management of knowledge and information pertaining
to the line function; Project Management; Operational Management practices Knowledge and understanding of procurement and tendering processes; policy development; and operational management, monitoring and review processes; modern systems of governance and administration; public service procedures, processes and systems; the regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; public finance, human resources and discourse management processes; the Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; the functioning of the province and the activities of sister departments/related functional areas; the policies of the government of the day; of Labour Relations legislation and regulations; of performance management in general. All-inclusive salary package of R 932 292- R1 098 195 per annum (salary level 11 ).
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.
