BRIEF DESCRIPTION OF JOB PURPOSE / DUTIES AND RESPONSIBILITIES
The HSSE Officer / Manager is responsible for the implementation, management and continuous improvement of the organisation’s Health, Safety, Security and Environmental systems in compliance with the Occupational Health and Safety Act (OHSA), Act 85 of 1993 and applicable South African regulations.
The role ensures legal compliance, supports statutory appointments, drives risk mitigation strategies, and promotes a proactive “Zero Harm” culture across all operations, safeguarding employees, contractors, assets and the environment.
Key Duties & Responsibilities
HSSE Management & Strategy
- Develop, implement and maintain HSSE policies, procedures and systems aligned with OHSA
- Establish risk management systems, safe work procedures and emergency plans
- Promote continuous improvement and safety culture initiatives
Legal Compliance & Governance
- Ensure compliance with:
- OHSA (Act 85 of 1993)
- General Machinery Regulations (GMR)
- COIDA
- Environmental legislation (NEMA)
- Manage statutory appointments:
- Section 16(2) Appointees
- GMR 2(1) and 2(7) appointments
- Health & Safety Representatives (Section 19)
- Health & Safety Committees (Section 20)
- Maintain legal registers and ensure audit readiness
Risk Management & Audits
· Conduct HIRA (Hazard Identification and Risk Assessments)
· Perform site inspections, audits and compliance checks
· Monitor contractor compliance including Section 37(2) agreements
· Implement corrective and preventative measures
Incident Management
· Investigate incidents in accordance with OHSA Section 24
· Report incidents to Department of Employment & Labour when required
· Ensure COIDA compliance and documentation
· Analyse trends and implement preventative controls
Training & Development
· Conduct safety inductions, training, and toolbox talks
· Ensure competency of legally appointed personnel
· Promote behavioural safety and awareness programmes
Security & Environmental Management
· Oversee access control, CCTV and site security protocols
· Ensure environmental compliance and proper waste management
· Liaise with regulatory bodies and external stakeholders
Operations & Site Management
· Conduct site inspections and enforce PPE compliance
· Ensure safe working environments across all sites
· Monitor contractor and vendor safety compliance
· Follow up on corrective actions
Administration & Reporting
· Maintain statutory records (risk assessments, incidents, inspections)
· Compile HSSE reports for management and regulators
Ensure documentation complies with OHSA requirement
Qualifications & Requirements
- Education: Certificate / Degree in Occupational Health and Safety, Environmental Science
- Experience: 3 years of progressive leadership experience in HSSE roles
- Certifications: Professional certifications highly recognized in South Africa are heavily preferred
- Soft Skills: Superior incident investigation, conflict resolution, and communication skills.
Pay: R20 000,00 - R24 000,00 per month
