The Power Africa Coordinator’s Office, based at the U.S. Embassy in Pretoria, South Africa, and within the Africa Bureau at Washington D.C., oversees the Power Africa interagency initiative, which includes implementation of the Electrify Africa Act of 2015. Power Africa, through interventions and partnerships intends to bring electricity to 300 million people by increasing the current power capacity of sub-Saharan Africa by 30,000 MWs and creating 60 million new connections by 2030. The Coordinator’s Office designs and implements a number of activities to improve energy infrastructure in sub-Saharan Africa. It also oversees energy interventions by 12 U.S. Government agencies in over 40 countries, creating a pan-African and global presence in power sector development. The purpose of the anticipated USAID-funded Power Africa Initiative Support Mechanism (PAISM) is to provide the Coordinator’s Office with a comprehensive suite of technical and advisory services to design and implement Monitoring & Evaluation (M&E), Collaborating, Learning and Adapting (CLA), Knowledge Management (KM), data, and technical support.
Position Description
LINC is seeking a Monitoring, Evaluation, and Research (MER) Lead for the anticipated USAID-funded PAISM. The MER Lead will provide leadership and oversight of all activities and deliverables under the monitoring and evaluation component and will manage all short-term staff under this component.

Responsibilities
- Provide leadership and oversight of all research, monitoring, and evaluation strategies and tasks undertaken by PAISM.
- Develop an in-depth understanding of Power Africa’s existing monitoring systems and provide advice to Power Africa staff and the Power Africa Coordinator’s Office for refinement and improvement.
- Provide technical assistance and support to USAID and implementing partner staff for improved monitoring processes and tools.
- Oversee and conduct data quality assessments, evaluations, and research including serving as Team Leader for various research activities.
- Advise the Power Africa Coordinator’s Office on various monitoring, evaluation, and research needs and priorities, and on research methods.
- Conduct advanced analytics on existing data, identify trends, generate reports and visualizations.
- Conduct regular learning presentations to USAID and other PAISM staff, including research results presentations, learning briefs, and emergent priorities and trends.
Skills and Qualifications
Successful candidates should have:
- Advanced degree in international development, public policy, energy, environment, or related field – or Bachelor’s degree with two additional years of relevant work experience.
- At least 10 years of experience conducting research utilizing advanced methods, including impact and/or performance evaluations, in an international development setting.
- At least 6 years of experience with monitoring frameworks and methods, including demonstrated understanding of processes and data platform management.
- Knowledge and familiarity with USAID’s Evaluation Policy.
- Demonstrated ability to advise clients on the most appropriate research methods to meet informational needs.
- Excellent verbal and written communication skills in English.
