Background
Necsa is required to perform a formal re-assessment of its historic and future liabilities after every five years in line with by the Policy Procedure on the Management of Nuclear Liabilities arising from the Past Strategic Disused Nuclear Facilities (Department of Electricity and Energy).
The Stage 2 Operational Nuclear Facilities re-assessment of was last conducted and completed during 2021/22 FY. The periodic review (five year) of the Stage 2 nuclear liabilities assessment is due at the end of the 2026/27 financial year in accordance with DEE Policy procedure. In order to enhance stakeholder confidence in the liability estimates an independent expert reviewer is required to review the reassessed estimated figure.
Invitation For Independent Contractors Services
The Independent expert is expected to review the methodology, quantification and costing of Stage 2 Nuclear Liabilities.
The potential service provider will be expected to compile a report that provides an expert opinion on the reasonableness of the 2026/2027 FY Stage 2 D&D liability estimates.
The number of facilities in the re-assessment is 15 (Fifteen).
The review must include the following:
- Review material waste inventories
- Review decommissioning costs for individual facilities and methods used.
- Review waste management strategies and processes
- Review assumptions used in the re-assessment of the liabilities
- Waste Management methods and processes
- Review tariffs used for waste management processes
- Review all the costs estimates used in the re-assessment
- Review the reasonableness of the 2025/2026 liability estimate.
Provide a project plan on how the contractual milestone will be managed and achieved.
Delivery period, Track record and skills/ technical know how
Delivery period: independent expert shall be available and able to conduct the work within 3 months period.
Track Record: independent expert has experience in similar works (attach letters from clients within the last five years, completion certificates or other objective evidence; minimum of 1 reference to be provided).
Skills/technical know-how (Provide CV): at least 10 years’ experience in Decommissioning, Decontamination and Waste management of nuclear facilities including Knowledge and understanding of nuclear liability assessment work.
