The Group Facilities Manager is responsible for managing the physical workspaces across CEF SOC and focuses on ensuring that facilities operate efficiently and aligns with regulatory and corporate standards.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE
- Minimum 9 years in facilities management/ administration function of which 3 -5 years must be at Managerial experience
- Matric, Bachelor’s degree and/ or equivalent qualification in Facilities Management, Property studies, Construction, Architecture, Business, Engineering at (NQF 7)
- Honours’s Degree (NQF Level 8) in the relevant field as an added advantage

- Advanced knowledge of building systems (HVAC, electrical, plumbing, generators, water backup systems)
- Familiarity of Building management software or facilities management tools

KEY PERFORMANCE INDICATORS
Facilities Management
- Oversee all maintenance and upkeep activities related to the building
- Oversee the asset management / inventory by monitoring stock levels and ordering required supplies
- Manage booking of the meeting rooms and ensure they are kept in the appropriate condition and that all supplies required are kept in the rooms
- Oversee the cleaning staff and ensure the building is cleaned to the appropriate requirement
- Responsible for the effective management of Utilities, HVAC system and continuous provision of utilities during outages
- Oversee monthly rental payments on behalf of CEF for the facilities, telecommunications and utilities, and ensure all other related expenses are paid on time
- Oversee property leases, including renewals, negotiations and rent reviews
- Manage real estate portfolio of CEF SOC and assist with acquiring or divesting real estate based on CEF’s investment strategy
- Oversee the pool vehicle fleet by ensuring regular maintenance and timeous licensing
- Oversee CEF House reception and ensure that the service meets the business requirements
- Manage the mailroom activities at CEF House
- Arrange regular cleaning and maintenance of canteen equipment
- Responsible for the effective responsible for company assets according to CEF policies and procedures
- Work closely with internal stakeholders and contractors to coordinate office moves, expansions and office setups
Department Management
- Translate strategic objectives into operational goals for the team and develop performance metrics according
- Communicate performance goals and priorities to team members and monitor the execution accordingly
- Responsible for people management (administration, Performance, Development)
- Coach and guide employees and ensure that they are onboarded on the CEF’s policies and procedures
- Responsible for recruitment and selection of team members
- Responsible for the development of departmental budget based on analysing historic needs forecasting future needs and ensure OPEX and CAPEX needs are catered and planned for
- Present and submit budget for approval
- Manage approved budget in accordance with company policies
- Identify opportunities to streamline spend across the group and optimizing the facilities function overall
- Provide monthly departmental updates on department focus areas and achievements
- Draft and submit scope of work documents to procurement, act as panel member to select vendors and manage approved vendors to ensure effective delivery of agreed service or goods
Project Management
- Lead facilities-related projects, such as office renovations, expansions, or relocations for CEF SOC
- Coordinate with architects, designers, and construction teams for office build-outs.
- Monitor project timelines, budgets, and resource allocation.
Sustainability Facilities Management
- Implement and oversee sustainability initiatives such as energy efficiency programs, waste reduction and green building practices
- Monitor environmental impact and promote eco-friendly practices across all facilities
- Lead space planning and office layout design to maximise productivity and accommodate workforce needs
- Optimise space utilisation and ensure compliance with ergonomic standards
- Develop and implement emergency preparedness plans, including fire safety protocols, evacuation procedures, and crisis management.
Health, Safety and Compliance
- Ensure all facilities comply with local health, safety, and building regulations.
- Conduct regular safety audits and inspections.
