KEY PERFORMANCE AREAS:
Implement a standardised financial reporting process to achieve 100% accuracy in financial statements through monthly quality control checks within each year. Develop and maintain accurate budgets aligned with strategic objectives, presenting the annual budget proposal to the executive team within four weeks of the end of the fiscal year. Establish relevant KPIs and metrics to track financial performance and provide actionable insights for improvement, conducting quarterly performance reviews and reporting findings within each quarter's end. Develop and maintain internal control processes to ensure compliance with financial regulations, conducting quarterly internal audits and providing reports on completion. Create and deliver accurate and insightful financial reports within five business days of month-end to provide management with the information needed for informed decision-making. Identify opportunities to streamline financial processes and reduce manual data entry through the implementation of automation solutions. Collaborate with internal stakeholders, providing financial insights and contributing to strategic planning, conducting quarterly stakeholder meetings, and reporting progress. Conduct financial analysis and investment appraisals, evaluating potential ROI for new business initiatives and preparing comprehensive evaluation reports. Lead and mentor a team of junior accountants, conducting quarterly performance evaluations, providing regular feedback, and supporting individual development plans within the set timeframe.
JOB REQUIREMENTS:
Formal Qualifications: Degree in Financial Management and/ or Accounting equivalent to at least NQF Level 7. Job Related Work Experience: 5+ years of experience in a financial management accounting team. At least 3 years experiences in the preparation of Annual Financial Statements. At least 3 years CaseWare experience. At least 3 years GRAP standards practical experience. 2 years’ experience at Management, leadership or supervisory position, overseeing a team of accountants or financial professionals. Previous experience in the public sector or government accounting is advantageous. Job Related Knowledge: Knowledge and understanding of Government priorities and imperatives. The PFMA and regulations, and other relevant legislation – e.g., the National Strategic Intelligence Act; the National Archives of South Africa Act; the Promotion of Access to Information Act. Performance monitoring, evaluation and reporting frameworks, systems, and processes. Relevant legislation and regulatory requirements namely PFMA, Treasury Regulations and Frameworks on performance information and strategic plans. Communications and information management legislative requirements. Knowledge of property valuation methodologies and relevant legislation governing land reform. Strong knowledge of accounting principles, financial reporting standards, and compliance requirements. Thorough understanding of management accounting concepts, cost analysis, budgeting, and financial planning. Job Related Skills: Business Writing. Financial Accounting. Management Accounting. Project/Programme Management. Corporate Governance. Excellent financial analysis and data interpretation skills. Proficiency in financial modelling, budgeting software, and spreadsheet applications. Strong technical skills in using accounting software and financial systems. Advanced knowledge of Microsoft Excel for financial analysis and reporting. Other requirement: Familiarity with government accounting software or ERP systems commonly used in the public sector. Knowledge of specific regulation and compliance requirements relevant to the organisation or industry. Experience with project management methodologies and financial project management. Demonstrated ability to drive process improvement initiatives related to financial management and reporting. Experience working in cross-functional teams or multidisciplinary environments.
