Job Purpose:
The Public Sector Solutions Architecture is responsible for driving the Phungela’s strategic bid responses and lead the strategic projects as a Project Manager within the public sector. This role will oversee key segments including National and Provincial Government Departments, State-Owned Entities, TVET Colleges, and Local Government in Metros. The position focuses on stakeholder relations, business development, pre-sales activities, government account management, and ensuring Phungela's solutions align with the unique needs of South Africa’s public sector.
Key Responsibilities:
1. Solution Architect:
· Lead the designing and providing recommendations and roadmaps for proposed solutions.
· Assist the team to develop proposals for the identified opportunities.
· Be involve in the activities of debugging and creating performance analysis on implemented solutions.
· Document and share best practices and advocate for process improvements.
· Develop and execute strategies to grow Phungela’s public sector market share.
· Identify new opportunities for partnerships and contracts with government institutions.
· Lead the pursuit of tenders, RFIs, RFQs, and RFPs, ensuring compliance with public sector 2 procurement processes.
· Drive market research to anticipate trends and demands in the public sector that align with Phungela's services.
2. Stakeholder Relations and Liaison:
· Build and maintain strong relationships with senior officials, decision-makers, and key stakeholders across National, Provincial, and Local Government departments, SOEs, and TVET Colleges.
· Act as the key liaison between Phungela and government bodies, ensuring open communication channels and promoting the company’s solutions.
· Represent Phungela at industry events, government meetings, and strategic forums.
3. Marketing and Public Sector Engagement:
· Develop and implement marketing strategies tailored to public sector clients, promoting Phungela’s offerings in digital transformation, ICT, PMO and training.
· Work closely with the marketing team to design campaigns targeting specific government entities and sectors.
· Foster brand awareness and credibility within the public sector.
4. Government Account Management:
· Oversee all government accounts, ensuring client satisfaction and managing long-term relationships.
· Coordinate service delivery and post-sales support for public sector clients, ensuring that Phungela’s solutions meet or exceed expectations.
· Act as the escalation point for any issues related to government clients.
5. Sales Pipeline Management:
· Ensures all leads and qualified deals are recorded and tracked on the CRM system.
· Ensures data quality is adhered to and updated on a regular basis.
6. Compliance and Governance:
· Ensure that all engagements with government institutions comply with South African public sector regulations, policies, and procurement laws.
· Stay updated on new policies, B-BBEE requirements, and legislative changes that impact public sector business operations.
· Work with legal and compliance teams to ensure that Phungela adheres to all necessary legal frameworks and contractual obligations.
7. Leadership and Team Management:
· Lead and mentor the public sector business development team.
· Collaborate with internal teams including technology, consulting, and system support to align efforts with public sector goals.
Qualifications:
o Bachelor’s Degree in Business Administration, Public Administration or a related field. A BSC in a relevant discipline would be advantageous.
o Certifications in Project Management, or Public Sector Management, Business Development, could be an added advantage.
Experience:
o 5-8 years of experience in business development, Project Manager, public sector consulting, or similar roles, with a proven track record in managing and growing business within the public sector.
o Experience working with government entities: Knowledge and experience working with local, provincial, or national government agencies, understanding the processes, regulations, and compliance standards within the public sector.
o Strong project management experience: Demonstrated ability to lead cross-functional teams and manage large projects from inception to delivery.
o Track record of successful business development: Proven ability to identify opportunities, create business proposals, and secure new contracts or partnerships in the public sector.
o Stakeholder management: Experience in engaging and managing relationships with government bodies, regulatory authorities, public sector clients, and other key stakeholders.
o Experience in strategy formulation and execution: Ability to develop and execute business development strategies aligned with public sector needs and objectives.
o Knowledge of public procurement processes: Understanding of tendering, bidding, and compliance requirements for government contracts.
o Financial acumen: Experience in budget management, financial forecasting, and handling large-scale public sector projects or contracts.
