SALARY: R1 064 753.95 per annum (Level 12) (An All-Inclusive salary package)

KEY PERFORMANCE AREAS:
Conduct assessment on property valuation reports from external/private valuers. Interrogate, analyse and prepare reviewed reports from private valuers regarding the recommended price. Undertake valuations according to valuation standards and principles. Conduct inspections, measurements and survey of the properties. Market data collections, assembly and analysis thereof. Calculate values and/ or market value conclusions. Compile valuations reports and the submission thereof. Facilitate negotiations on price offered by sellers. Conduct a formal negotiations session with the owners/ their representatives e.g., Estate Agents. Interrogate information received from sellers to counter officer. Compile submission of final negotiated price to seller. Inspect properties and to take property measurements. Evaluate construction, condition, special features, and functional design. Collect and analyse relevant data to identify real estate market trends. Examine income records and operating costs of income properties.
Formal Qualification: National diploma in Property Studies/Real Estate/Land Economy/Property Valuation. A Bachelor’s’ degree will be added advantage. Job Related Work Experience: Minimum 6 years’ experience at middle management level in property valuation. Registration as a Professional Valuer with SACPVP. Job-Related Knowledge: Understanding of rural development programmes, including mandates of the department. Detailed knowledge of factors that can affect property prices. Knowledge of principles and processes for providing customer and personal services. Knowledge of processing, managing files and records, stenography and transcription designing forms and other office procedures and terminology. Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data. Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules and the democratic political process. Job-Related Skills: Planning and organising. Policy analysis and interpretation. Report writing. Computer literacy. Interpersonal relations. Negotiations. Project Management. Presentation skills. Communication. Another requirement: A valid Driver’s license.
