Position Statement
The National Wayleave Manager is responsible for leading and driving all wayleave, permit, and approval activities nationally to support the successful delivery of network infrastructure projects. The role requires a highly influential and relationship-driven individual who can establish strategic partnerships with municipalities, government departments, councils, property management companies, and key stakeholders to ensure efficient approval processes and reduced delivery lead times.
Key Responsibilities
Strategic Stakeholder Management
- Develop and implement a national wayleave and stakeholder engagement strategy.
- Establish, maintain, and strengthen relationships with municipalities, councils, government departments, utility providers, landlords, property management companies, and regulatory bodies.
- Act as the senior escalation point for complex wayleave matters and approval delays.
- Drive strategic engagements to improve approval turnaround times and remove delivery obstacles.
- Represent BMCT in stakeholder forums, industry engagements, and municipal discussions.
- Identify risks, trends, and opportunities that may impact network deployment and proactively develop mitigation strategies.
Wayleave Operations & Governance
- Oversee the submission, tracking, approval, invocation, and renewal of all outgoing wayleave applications nationally.
- Ensure all wayleave applications are submitted within agreed SLA timeframes.
- Monitor and manage the complete wayleave lifecycle from application through to project completion.
- Receive, evaluate, and manage all incoming stakeholder wayleave responses.
- Ensure timely review, actioning, and escalation of wayleave-related risks and challenges.
- Monitor and action renewals for expired wayleaves, permits, and associated services.
- Ensure compliance with all legal, municipal, and regulatory requirements relating to wayleave activities.
Incoming and Outgoing Wayleave & Third-Party Management
- Oversee the management of all incoming wayleave notifications from external stakeholders.
- Scrutinize third-party applications and identify risks to network infrastructure.
- Ensure appropriate responses are issued in accordance within specifications, protocols, and standards.
- Coordinate communication with maintenance teams regarding identified network risks.
- Act as the escalation point for third-party applicants and stakeholder concerns.
Contractor & Service Provider Management
- Manage the performance of wayleave contractors and service providers nationally.
- Establish and monitor contractor SLAs, KPIs, and performance standards.
- Ensure contractors update the Wayleave Management System accurately and timeously.
- Conduct regular performance reviews and implement corrective actions where necessary.
- Drive continuous improvement initiatives to improve contractor delivery performance and approval turnaround times.
Reporting, Systems & Data Integrity
- Maintain oversight of the Wayleave Management System and associated reporting tools.
- Ensure complete and accurate uploading of wayleave documentation and invocation packs.
- Analyse and validate data integrity across all wayleave systems.
- Develop and provide executive-level reports, dashboards, and performance insights.
- Identify and resolve data inconsistencies and reporting anomalies.
- Implement and maintain filing, governance, and document control processes.
- Ensure alignment between the Wayleave Management System and Financial Systems.
Financial Management
- Oversee verification and approval of wayleave-related quotations and invoices.
- Ensure accurate processing and tracking of wayleave expenditure.
- Monitor budgets relating to wayleave activities and contractor performance.
- Ensure invoices are processed within agreed SLA timeframes.
Leadership & Continuous Improvement
- Lead and mentor regional wayleave teams and service providers.
- Promote a culture of accountability, collaboration, and customer service excellence.
- Identify opportunities for process optimisation and operational efficiencies.
- Collaborate with Programme Management, Build, Planning, SHEQ, Legal, Property, and Operations teams to support delivery objectives.
- Support strategic projects and perform additional duties as required by management.
