Background
Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million, 5-year project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.
The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.
Position Summary
Palladium, through Data.FI, is currently seeking a skilled and motivated individual to join our team as a Secondee: Monitoring & Evaluation Technical Assistant to the Ideal Clinic Realization Program to support the implementation of the Data.FI award in South Africa (SA). Data.FI South Africa supports the National Department of Health (NDOH) Ideal Clinic Realization Program in the District Health Services Chief Directorate in its work to strengthen the capacity of public sector healthcare facilities to provide quality care to all South Africans.
In this pivotal role, you will be seconded to the NDOH District Health Services Chief Directorate to provide key monitoring and evaluation (M&E) technical and management support to the program. This will require working from the NDOH offices on a daily basis.
Your work will ensure that the Ideal Clinic Realization Program is able to plan and present critical program data. This will include preparing and submitting key reports on essential projects in the Ideal Clinic Realization Program. Key activities will include ensuring the projects are responsive to findings from the work done, as well as developing and adapting related training materials. Key Responsibilities
1. Report Preparation

Prepare reports for inclusion into the Annual Performance Plan

Coordinate reporting from the provinces

Compile District and Provincial Ideal Health Facilities reports on a quarterly, annual and adhoc basis and integrate into National reports
2. Submission of Reports
-
Submit prepared reports as required to specified bodies in the expected formats
-
Submit quarterly reports to the Department of Planning, Monitoring and Evaluation (DPME)

Align Ideal Hospital Realization and Maintenance (IHRM) reports with those of the Office of the Health Standards and Compliance (OHSC)
3. Planning
-
Analyze IHRM reports to ensure alignment with NDOH HAST
-
Plan Ideal Clinic Realization and Maintenance (ICRM) and IHRM peer reviews and peer review updates
4. Coordinating Peer Reviews
-
Work with the provinces to conduct peer reviews and peer review updates
-
Resolve problems as submitted by the provinces
5. Training
-
Develop training materials for IHRM
-
Orientate provinces and hospitals on the IHRM
-
Revise the IHRM based on the feedback from the provinces
6. ICT and HelpDesk Support
-
Revise the Ideal Health Facility (IHF) information system based on feedback from the provinces

Manage IHF queries from the ICRM Helpdesk.
Qualifications:

An Advanced Diploma/Bachelor’s degree (NQF 7) in Health Sciences or Monitoring and Evaluation is required.

A post graduate (NQF 8) qualification in Data Analysis or other relevant Social Science disciplines is an advantage.

At least five (5) years’ working experience in Monitoring and Evaluation at a management level is necessary.

Experience working with NDOH programs and systems is highly desirable.

Practical knowledge of the Ideal Clinic Realization Program is highly advantageous.

A proven track record in Monitoring and Evaluation reporting is required.

Excellent data analytics and report writing skills are necessary.

Good communication (written and verbal) skills are required, along with good facilitation and negotiation skills.
