About the Role:
This position will support MSH’s proposal and business development efforts with recruitment of top talent internationally, developing staff budget assumptions, formatting CVs for proposals and assisting with talent acquisition process improvements and metrics.
Specific Responsibilities Include:
Proposal Recruitment and Full Life Cycle Recruiting (75%)
Conduct recruiting efforts employing creative recruiting techniques which may include internet ad placement and resume searches, referrals, networking, and cold calling/direct sourcing of passive candidates.
Activities include:

Conducting internet and database searches; networking both internally and externally; recruiting at professional association conferences, and selected college career days and panels.

Ensure all pre-hire processes and documentation including but not limited to interview feedback documentation, internal equity analysis, background check and references, and other forms are completed.

Working with the HR Partner Team, advise hiring managers on position compensation and salary negotiations with candidates.

Conduct intake calls with hiring managers to understand the position requirements and develop an effective recruitment strategy specific to the vacancy and needs of the Hiring Manager.

Extend job offers which align with MSH’s compensation philosophy and collect all appropriate documentation and approvals to comply with MSH policies.

Create a positive candidate and hiring manager experience through the full cycle of interviews, offer, and acceptance and beyond.

Develop and maintain a broad range of external networks, research and source new recruiting avenues within specialized fields, develop and sustain internal and external contacts.

Support the collection, verification, and editing of proposal submission materials including CVs, biographical data forms, and letters of commitment to ensure documentation is in compliance with donor requirements.

Support the development of proposal budgets related to compensation, benefits and international allowances.
Operational Support (25%)

Contribute to the continual improvement of recruiting strategies and processes within the recruiting team.

Contribute to building talent pipelines in key/strategic locations and disciplines as identified by the organization.

In coordination with TA management, process recruitment metrics to help leadership understand the efficiencies and costs related to the various stages of the recruitment life cycle.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
REQUIRED MINIMUM EXPERIENCE:

Bachelor's Degree and 3-5 years of experience or Master's Degree and 0-2 years of experience.

Experience recruiting, sourcing, research, and cold calling with a wide variety of sourcing vehicles, including internet sourcing/advertising, direct sourcing, trade journal/newspaper advertising, employee referral campaigns, job fairs and outplacement firms. Hands on experience with applicant tracking systems.

Proficiencies with Applicant Tracking Systems, MS Office Suite, and Human Resources Information Systems
